The nodeca daemon doesn't get installed after changing the mangementState to Removed for the image registry operator

Issue

• After changing the managementState of the image registry operator the operator will strip down the storage configured for the image registry pod.
• The output of oc get events will show that the image-registry-certificates configmap and serviceca config map mount failure errors as follows:
