static ip on provisioning network / PXE network

Issue

• When PXE boot happens we like each node to get predefined IP from DHCP pool instead of random ip.

• Currently for other networks we are using static ip (non dhcp network)

• Firewall rules need to be applied for compute nodes to reach undercloud node and without static and predictable IP, it's difficult for OSP deployment.
