How to check the firewalld version when it is in the stopped/disabled state?

Issue

firewall-cmd --version does not return the version when firewalld is disabled.
firewall-cmd --version gives the below output when firewalld is in the stopped state.

[root@rhel8 ~]$ firewall-cmd --version
FirewallD is not running
