After atomic host upgrate to 7.7.4 network configuration is no longer persistant

Issue

• After upgrading to 7.7.4 the network configuration is wiped and no matter how it is set (nmcli or editing ifcfg-eth0) is not persistent and will be lost on a reboot. We would expect that this configuration should be persistent. We need to be able to set the network config in a manner that is persistent and will survive upgrades and reboots.
