Resolution

  • The Oracle Timezone Updater Tool does exactly that. it updates the JDK/JRE for any changes in countries timezones all around the world.
  • If your application is not relying on "knowing" the correct time in another country/timezone, then you should only need it, if your own country changes their daylight savings (DST) dates/hours. If those DST dates/hours are the same year after year, then you won't need it.
