Is heapster still needed in OpenShift 3.11 with metrics-server?

Issue

With OCP 3.11, heapster and the other metrics components have been deprecated.
OpenShift horizontal pod autoscaling (HPA) is using metrics-server in OCP 3.11
Performance data is missing in OpenShift web console
