Why permissions on `/dev/null` changes to 0660 after each reboot?

Issue

The permissions on /dev/null is changing to 0660 after each reboot.
It takes around 60 seconds to change the permissions from 0666 to 0660
Is there any known issue with the permission changes of /dev/null?
