Why did `sudo su - ` hang on Red Hat Enterprise Linux 5?

Issue

After logging in as Normal user in Red Hat Enterprise Linux 5 machine, and executing sudo su - hangs forever.
ps -ef shows the sudo pid sitting there never completing the switch to the desired ID.
