fencing failure results in VM corruption

Issue

Network failure resulted in RHEV-M all hypervisors losing contact and attempting to fence each other. The fencing apparently failed for some reason, but the hosts went ahead and restarted some of the other's VMs anyway, resulting in some disk corruption.
