Running a workspace on Eclipse Che behind a proxy on OpenShift

Issue

When trying to create a new workspace in Eclipse Che, the following error appears while downloading plugins:

Error: Failed to run the workspace: "Plugins installation process failed. Error: Plugin brokering process for workspace workspace1094j4tngsd failed with error: Get https://downloads.jboss.org/jbosstools/vscode/3rdparty/ms-code.typescript/che-typescript-language-1.35.1.vsix: dial tcp 23.45.20.187:443 i/o timeout"
