Creating/expanding files hit unexpected ENOSPC on ext4 filesystem

Creating/expanding files sometimes fails with unexpected ENOSPC on ext4 filesystem even though the disk space looks sufficient.

This phenomenon occurs if and only if the free space of the filesystem is almost the same as the size which is expected to be occupied by creating/expanding files.
