Virtual IP does not recover after a network restart in Load Balancer

Issue

We have a two-node LVS configured with direct routing.
It seems to work but sometimes when executing service network restart on the active node the virtual IP does not recover after network is up again and it is not transferred to the other node either.
As a consequence the Load Balancer becomes inaccessible.

Red Hat Enterprise Linux (RHEL) versions 4, 5 and 6
Load Balancer Add-On (piranha)
