All backup qpid brokers using newHA clustering stay in "joining" state forever
Issue
- setting up and running Cluster MANager (CMAN) and rgmanager for 3node qpid cluster utilizing newHA active-passive clustering
- one (primary) broker gets active
- but other brokers supposed to be backups remain forever in "joining" state instead of "ready"
