dracut or kdump fail to generate the initramfs with an error: "Cannot open: Operation not permitted"

Issue

  • The kdump service fails to generate the kdump initramfs with the following error messages:
# kdumpctl start
...
cpio: ./usr/sbin/vmcore-dmesg: Cannot open: Operation not permitted
cpio: ./usr/sbin/xfs_db: Cannot open: Operation not permitted
cpio: ./usr/sbin/xfs_repair: Cannot open: Operation not permitted
dracut: dracut: creation of /boot/initramfs-4.18.0-425.3.1.el8.x86_64kdump.img failed
kdump: mkdumprd: failed to make kdump initrd
  • The dracut command fails to generate the initramfs with the following error messages:
# dracut -f
...
