Booth before-acquire-handler does not run after one site releases a ticket
Issue
- When the
before-acquire-handlerfails upon ticket renewal and site 1 releases the ticket, site 2 acquires the ticket without running thebefore-acquire-handler. - One booth site acquired a ticket even though the
before-acquire-handlershould have failed.

- Red Hat Enterprise Linux 7 or 8 (with the High Availability Add-on)
