dpdk fails to bind to network adapter with "Error attaching device '0000:37:00.6' to DPDK"

Issue

• ovs-dpdk does not bind to network adapter/s and the following error is observed:

$ sudo ovs-vsctl show 
...

            Interface "dpdk1"
