Issue

Why didn't the hypervisors fence each other when the rhevm network was disconnected?

Resolution

Fencing cannot occur if the RHEV-M cannot reach any hosts.

Root Cause

The RHEV-M decides what gets fenced. When it does so, it instructs one of the hosts to perform the fencing action. Therefore, if the RHEV-M is unable to reach any of the hypervisors, it cannot instruct them to perform fencing.
