Rgmanager self_fence will not work when root disk is not accessable
Issue
When rgmanager is configured using self_fence, it can't fence the node when root disk is not accessible.
Environment
- Red Hat Enterprise Linux (RHEL) 5 or 6 with the High Availability Add On
- Rgmanger configured using self_fence
