[RHEL] System hangs while flushing iptables and gets stuck while iptables service stops.
Issue

When re-booting system or changing firewall rules, the system hangs when flushing rules from iptables.

The system is running and functional at normal runtime. The problem occurs when iptables is shutting down. Whether it is due to reboot, shutdown or because of the service restart, it issues the message "Flushing Tables" and the system hangs. It no longer processes any data and the network does not respond.

To re-iterate, when iptables is shutting down regardless of reason, the system hangs. All existing rules are maintained and after a forced re-start, all function correctly.
