Build fails when deploying baremetal instance in overcloud with OVN

Issue

• Baremetal node will not be successfully deployed with :

openstack server create --nic net-id=c19bdf38-2bcf-4cbe-b376-5919efffc15d --flavor fx2.baremetal --image 987ddb40-c7f1-4baf-8234-0f0c8fa3d405 test-baremetal

• The deployment fails with an error similar to this:

"Error: Failed to perform requested operation on instance "sobanski-baremetal", the instance has an error status: Please try again later [Error: Exceeded maximum number of retries. Exhausted all hosts available for retrying build failures for instance 8529aa8b-3997-4831-880f-ccad334a6b99.]."

• The overcloud is deployed with ovn-dvr
