OpenShift Container Platform Cluster v4.x shows an overcommitting resources error

Issue

• On the Cluster Detail portal, the following error message is being displayed:

This cluster is overcommitting resources

• The subscription status is being reported as insufficient
• There is no disk pressure and the cluster has all the required entitlements and yet it shows as insufficient.
• The following error message is being displayed:

   " This cluster is overcommitting resources
     Last checked: 11/24/2019, 10:19:06 AM

     Check the Red Hat Customer Portal to make sure this cluster has a subscription(s) attached that covers the current size of this cluster. You may need to contact sales in case you don't own enough subscriptions to cover it."
