Relabeling node does not change its role or change its designation in node-config.yaml

Issue

• We want to change a node from Infra to Compute, or Compute to Infra, however when we remove one label and add the other with 'oc label node,' the change does not take effect in the node-config.yaml, the node role, or the node configmap.
• The node itself continues to function as labelled.
