Running 'oc whoami' results in Error from server (ServiceUnavailable) after OCP 4.x bare metal install

Issue

• During a new installation of a 4.x cluster on bare metal, I try to run 'oc whoami' and receive the following error:

# oc whoami
Error from server (ServiceUnavailable): the server is currently unable to handle the request (get users.user.openshift.io ~)

But should be expecting

# oc whoami
system:admin
