Can not connect to metadata server - no route to host error
Issue
While instance is booting the following error is printed and the server gets no configuration:
2019-11-21 03:13:52,641 - url_helper.py[WARNING]: Calling 'http://169.254.169.254/2009-04-04/meta-data/instance-id' failed [10/120s]: request error [('Connection aborted.', error(113, 'No route to host'))]
