Why host is not moving into Maintenance mode?

Issue

Host is not moving into Maintenance mode in following scenario:
- The list of Virtual machines does not show any VM's running on the Hypervisor. But in the Hosts tab it claims that the machine has some active VM's. The machine is showing as non responsive and its moving into maintenance because RHEVM think's it has active VM's on it.
