the built-in tcsh nice command doesn't work as expected
Issue
When running the tcsh built-in nice command, users are getting 'setpriority: Permission denied.' message.
$ tcsh
$ nice ls
setpriority: Permission denied.
This works fine with the system binary (i.e. /bin/nice).
