Primary display configuration setting in Xorg is not honored by KDE

Issue

• We have dual head configuration with spanning desktop across two monitors.
• gdm login screen is displayed on correct primary monitor set in Xorg configuration.
• After login to kde session, plasma-desktop loads on another monitor.
• Primary monitor set by Xorg is not honored by plasma-desktop
• Seems KDE uses its own algorithm to decide primary monitor in the setup irrespective of the settings offered by Xorg.
• KDE panel is not displayed on primary monitor.
