cups cannot redirect a job into another print queue in Red Hat Enterprise Linux 5

Issue

Our CUPS RHEL server has a print queue "TO_PRINTER" for printing on a network printer via socket. We can print a text file without any problem via the print queue.
We created another print queue "REDIRECT" to redirect into "TO_PRINTER" queue with the following command.

lpadmin -p REDIRECT -v lpd://xxx.xxx.xxx.xxx/TO_PRINTER

NOTE: xxx.xxx.xxx.xxx is the ip address of the local host.

But, it cannot print anything.
