After upgrade to OCP 3.11 hawkular-metrics container fails to get in ready state.

Issue

Post upgrade of OCP cluster from v3.10 to v3.11 version, hawkular-metrics and heapster pods not getting up. Pod descriptions shows status as failed with reason 'container not in ready state'.
