Open vSwitch with DPDK and Intel X710: how to set disable-fw-lldp on when configuring LLDP with OVS?

Intel's X710 cards with the i40e PMD by default enable LLDP via firmware. This functionality drops software generated LLDP messages and instead sends hardware generated messages which do not container correct system and interface names. This issue happens when configuring LLDP in OVS with DPDK via https://access.redhat.com/solutions/4460231 or with LLDAP over one of the internal bridge interfaces (not documented and not tested).
