MSG: etcdctl: command not found on OCP3

Issue

• When you execute etcdctl CLI on the master nodes, the following error message is shown.

# etcdctl
bash: etcdctl: command not found

• etcd package does not installed on the master nodes.

# rpm -q etcd
package etcd is not installed
