Instance has allocations against this compute host but is not found in the database in Red Hat OpenStack Platform 13

Issue

• nova logs show Instance <uuid> has allocations against this compute host but is not found in the database in Red Hat OpenStack Platform 13.

• The instance was deleted at some point in time with command:

# openstack server delete <ID1>

• Verifying nova output and databases, one can observe that the instance was definitely deleted. However, using https://access.redhat.com/solutions/3537351, one can see that the instance still holds an allocation against a compute node.
