Issue

• Provide a white list of MSR's that can be exposed to non-root users.
• Specifically MSR's that can be exposed to non-root users that are not a security risk.
• Goal is to enable things like power capping using mrs that are not a security issue.
• This will allow for assessing how much power will be needed for a job in the immediate future and either donating power to or requesting power from its immediate neighbors.
• The further in the future the prediction can be made, the larger the neighborhood can be (to the point where nodes may be trading power across job boundaries).
