Openstack Octavia deployment failure due to missing puppet module

Issue

After trying to add Octavia module to the overcloud environment the operator received this error in the controller's os-cellect-config log:

2019-09-06 20:50:08,425 ERROR: 240114 -- Notice: hiera(): Cannot load backend module_data: cannot load such file -- hiera/backend/module_data_backend
Notice: hiera(): Cannot load backend module_data: cannot load such file -- hiera/backend/module_data_backend

After which, the deployment failed.
