Collectd is configured to send data to gnocchi by default and there's a lack of documentation on how to change it

Issue

• Customer configured Collectd templates with 'CollectdServer', 'CollectdSecurityLevel', 'CollectdPassword', etc. But the data collected is being sent to Gnocchi instead of the CollectdServer;
• The upstream documentation is not clear about how to set this;
