clarify or replace libnuma interface

Issue

• The libnuma-devel package provides the interface defined in numa.h.
• This library is useful in that it is intended to provide a consistent interface higher level than the proc files but lower level than hwloc which abstracts things a bit too much.
• The libnuma interface has drawbacks in that:
  • It is not well documented.
  • The API has design flaws.
  • There are many bugs logged against it.
• Help upstream define a well engineered API which is well tested.
