Failed to evacuate an instance to a specific node with "No valid host was found"

Issue

• We tried to evacuate an instances by the following command, but the instance become error status with "No valid host was found"

$ nova evacuate myinstance compute-0.localdomain

• We confirmed that the specified destination, compute-0, is available, and see its service is up/enabled in $ openstack compute service list
