Intermittent "TLS Handshake Timeout" while pulling images from Internal OpenShift registry

Issue

When pulling images from the OpenShift internal registry, sometimes a TLS Handshake Timeout error happens. For example:

When OpenShift retries to pull the image, it works. It's occasional and intermittent.
