LGPL mariadb drivers for Java and C

Issue

• Include LGPL mariadb drivers for Java and C from http://www.skysql.com/mariadb/connectors to the Red Hat Software Collections
• mariadb comes with a bunch of drivers (odbc/jdbc) to be emebeed in apps when integrating a db into an application.
• Not all connectors exists (for example a C connector).
