split hwloc into -devel -libs and main package
Issue
- RHEL 6 Update 4 upgraded hwloc to 1.5 which broke applications.
- To prevent problems like this split hwloc into -devel -libs and a main package like it is in F19.
- That way, if an upgrade for hwloc is required to do some HW enablement, Red Hat can still ship a -compat-libs package.
