Bootstrap node hangs at OCP 4.1 in Vsphere UPI

Issue

While trying to deploy OCP 4.1 on vsphere using the UPI method (with or without using cloudprovider filed in install-config.yaml) the virtual machine apparently hangs with messages similar to this:
