Create loadbalancer service without using floating IPs on OpenStack

Issue

  • LoadBalancer services on OpenStack are always assigned a floating IP but this is either not desired or not possible
  • LoadBalancer services provisioning fails and errors similar to the ones at "Diagnostic Steps" section appear at master logs. Service's external IP is stuck in <pending>
