Irqbalance 1.0.4 cannot get CPU NUMA node info in RHEL6.4

Issue

It was noticed that IRQ processing was not getting distributed as they expected across CPUs. After investigation they found the bug report https://code.google.com/p/irqbalance/issues/detail?id=40

It was verified that debug output from irqbalance showed that indeed it was not able to recognize numa nodes like that bug report describes, and of course that the /sys/devices/system/cpu/cpuX/numa files do not exist, since this is an earlier kernel than those were added.
