Red Hat OpenShift Container Platform builds fail with "HTTP status: 500 Internal Server Error from registry"

Builds in OCP fail with the following error:
error: build error: Failed to push image: received unexpected HTTP status: 500 Internal Server Error -
I can push to the internal registry directly from Docker, but not from within builds.

- Red Hat OpenShift Container Platform (OCP) 3.11
