JavaScript changes introduced in JPP-6.0 (GateIn 3.5.2)

When trying to load a js file from
gatein-resources.xmlfile of a portlet using the<javascript>tag, it is seen js is loaded as merged.js. Even if we haveexo.product.developingflag value as true, the merged.js is always there. -
How are JavaScripts evaluated in the new JPP-6.

We do not see the compressed file (merged.js) in JPP-6.0
