Command openstack overcloud node introspect --all-manageable --provide failed

Issue

• Impossible to introspect hosts with openstack overcloud node introspect --all-manageable --provide as it's always timing out/failing.

• On the undercloud, we see the DHCPDISCOVER packets being received but the PXE client never receives a DHCPOFFER.

• ironic_inspector_dnsmasq container is restarting:
