Not able to resize the instances while swapping flavors

Issue

• Resizing a nova instance from the CLI fails with below error:

  nova resize --poll test 6e786524-4b4b-4e00-ad52-4a0718f84c6f
  
  Server resizing... 0% complete
  Error resizing server
  ERROR (ResourceInErrorState)
  

• nova show command shows the below error:

  Cannot access storage file '/var/lib/nova/instances/addeb88b-7bff-4370-b38a-8c6aeaf60b62/disk.swap' (as uid:107, gid:107): No such file or directory", "code": 500, "details": "  File \"/usr/lib/python2.7/site-packages/nova/compute/manager.py\", line 202, in decorated_function
  

• Cannot resize an instance from horizon dashboard.
