dos2unix gives error - Failed to change the owner and group of temporary output file - Operation not permitted

Issue

• dos2unix (version 6.0.3) had expected behavior to be able to change a file as a member of the group and not as the owner of the file, working in RHEL 5 and RHEL 6 but not RHEL 7. Changes to the way security is handled for files/groups in RHEL 7 prevents this functionality from working (intentional).
