Creating a hotspot with nmcli in RHEL8 fails with "Error: Connection activation failed: (5) IP configuration could not be reserved (no available address, timeout, etc.)."
Issue
- Unable to create a new hotspot connection or bring up an existing hotspot connection with
nmcli

The following error message is shown when running
nmcli device wifi hotspot
:Error: Connection activation failed: (5) IP configuration could not be reserved (no available address, timeout, etc.).

Attempting to create a new hotspot shows the following SELinux denial message:

Environment
- Red Hat Enterprise Linux 8
- NetworkManager with dnsmasq
- SELinux targeted policy in Enforcing mode (ie: the default SELinux settings)
