How do I allow Normal Users to add/remove hosts within an Inventory without delegating Inventory Admin or Ansible Tower Admin rights?

Issue

Currently, there is no ability to allow Normal Users with the Update role to add/remove hosts from an Ansible Tower Inventory. The user must be granted Ansible Tower Administrator or Inventory Admin rights. Granting a user the Ansible Tower Administrator or Inventory Admin role may be undesirable, in certain situations.
